Chairman of the Euroamérica Foundation
Graduated in Technical Engineering and Law. Former Secretary General of the Spanish Socialist Party (PSOE) in the Basque Country and member of the Basque Parliament, the Spanish Congress of Deputies and the European Parliament. He held the Vice-presidency of the Basque Government between 1987 and 1991, and was Minister of the Presidency of the Government of Spain between 2010 and 2011. He was President of the EU-Mexico parliamentary delegation of the European Parliament and of the Eurolat Parliamentary Assembly. Since 2019, he has been President of the Euroamerica Foundation.
