He is Vice President of the Spanish Section of the Federal Council of the European Movement. He was member of the Advisory Board of the UNDP. He was also appointed Chief Ambassador of the EU Delegation in Argentina (2015). He was also elected MEP (1994-2014), heading the Euro-Latin American Parliamentary Assembly –Eurolat– and the Delegations for Relations with Central American countries, Mexico and Cuba, South America and Mercosur. Bachelor in Law at the Complutense University of Madrid, he completed his studies in European Integration at the Diplomatic School of Madrid and was appointed Honorary Doctor by the University of the Americas in Chile.
