Secretary of State for International Cooperation and for Ibero-America. He is a career diplomat, graduated in Law and Hispanic Philology. Mr. Gracia has extensive experience in Latin America and is an expert in the field of international cooperation for development. He worked as Spanish Ambassador to Cuba and has worked as Deputy Head at the Spanish Embassy in Buenos Aires, previously he had been Counsellor for Technical Cooperation at the Spanish Embassy in Costa Rica, with responsibilities in Central America and the Caribbean. In Spain, he held the position of Director General of the Institute of Latin American Cooperation (ICI) and Secretary General of the Spanish Agency for International Cooperation (AECID). Since January 2012, Mr. Gracia is the Secretary of State for International Cooperation and for Ibero-America.
