He is Undersecretary for Foreign Affairs and Mexican Representative to the G20, he has been Mexican Ambassador to several countries such as France (2007-2012), the U.S. (2004-2007), Japan (2001-2004), Argentina (1995-1996), Permanent Representative to the UNESCO (2010-2012) and Alternate Representative to the International Labor Organization (1979-1980). He has held senior positions in the Mexican Foreign Ministry as Undersecretary of Foreign Affairs for Latin America and Pacific Asia (1998-2000), Senior Officer (1991-1993), Private Secretary of the Chancellor (1988-1991) and Director General for Latin America and the Caribbean (1983-1986).
