Founder and Director of Programa Estado de la Nación de la Defensoría de los Habitantes de la República de Costa Rica
He is graduated in Economy and holds a PhD in Education. He has worked as a national and international consultant in the field of social policies, social reform, governance and dialogue for many international institutions such as ILO, ECLAC, IDB and UNDP. He has published many books, articles and conferences on economic, social and institutional issues. He founded the Programa Estado de la Nación de la Defensoría de los Habitantes de la República (State of the Nation of the Ombudsman of the Republic Program) and CONARE, a body that encompasses all the public universities in Costa Rica. This Program, which is unofficial and independent, has published several works: 19 national reports and 4 Central American reports, among others.
